On March 17 was a deadline for the parliamentary proposals to a new version of Criminal Law document, the main function of which is to raise the security of Latvia and inhabitants in the hard time of hybrid wars. 

The opposition to this new Criminal Law sees it as the end to democracy in the country and the way for government to fight with them.

What you can really find in these controversial amendments, to whom they will be distributed and how their decision will affect the lives of ordinary people of Latvia? All these questions answered Alexey Dimitrov, the lawyer of "green" fraction in European Parliament.

- What crimes can be considered enough reason to arrested person by a new edition of the law?

Alex Dimitrov answers: “Now the Criminal Law provides different conditions and different penalties for various actions against the state. For example, it is forbidden to organize activities against the independence and territorial cohesion and to call for it, but it is not prohibited to take part in such activities formally. To call for the overthrown of state power or change of government is illegal if it is associated with violent means. To call for the elimination of independence is forbidden in general, but to undermine the territorial integrity - only if the call is associated with ignoring the Constitution. The sanctions in the different articles are different, too”.

- What is the essence of the proposed amendments?

“There is three major innovations. Firstly, it clarifies the definition of espionage and introduced penalties for illegally obtaining state secrets.

Secondly, actions and appeals against the independence, sovereignty, territorial unity and to overthrow state power or change of the state system will be penalized the same way (calls - up to five years of imprisonment, deeds - up to eight years, associated with acts of violence - up to 15). In the new version, the criminal nature of an appeal or action does not depend on whether it was the connection with the violence - only the punishment will depend on this. Also, there is no difference whether the appeals or actions unconstitutional - authors of the bill believe that it is impossible to overthrow the independence, sovereignty, territorial unity, state power or change the system of government by constitution means is impossible.

Third, there is a new article. If someone will assist the foreign country to fight with Latvia, they will be faced with serious charges, and imprisoned at least for five years.
